The short answer
A BOC-3 designates agents for service of process. For an applicant motor carrier, FMCSA says the process agent files on the carrier’s behalf. This is a distinct role from general registration assistance.
Identify the responsible process-agent provider
Confirm the carrier identity, requested coverage and filing arrangement with the authorized provider. SafePass does not advertise itself as a blanket process-agent provider.
Coordinate the dependency
As a preparation practice, keep the agent contact, requested filing, provider fee and confirmation location with the authority checklist. Track the filing separately from insurance and other requirements.
Retain the completed record
FMCSA instructs carriers or brokers to retain a copy at their principal place of business. If information changes, ask the responsible provider which new designation or filing is needed.

- Assuming a general service-provider account authorizes BOC-3 filing.
