Starting a Trucking Company: Paperwork Checklist

Practical explanations and preparation steps for owner-operators and small fleets.

Start with the operation, then sequence the paperwork

Before choosing applications, write down what your business will do, which equipment it will use and where the freight will move. A tailored checklist is more useful than buying a generic startup package.

1. Describe the business

2. Gather your business records

Organize the exact legal name, formation records, EIN information and business addresses. Identify the person responsible for official accounts. Keep the same facts available for the registration, insurance and vehicle discussions.

3. Review federal registration and authority

Identify the appropriate USDOT and operating-authority questions for the business. Start from the official FMCSA registration website for current system links and alerts. A submitted application is one step in a wider launch plan.

Read USDOT number vs. MC authority for the basic distinction.

4. Identify provider and insurance dependencies

Ask which insurance filings and process-agent designations apply to the planned work. For applicant motor carriers, FMCSA says BOC-3 filing is performed by a process agent. Confirm the responsible provider and retain the resulting records. FMCSA BOC-3 guidance.

5. Organize the vehicle and state questions

Collect ownership or lease records, vehicle specifications, weights, axles, existing registration and planned states. Review the applicable plates, permits and tax accounts. Keep IRP registration and IFTA fuel-tax questions separate. See registration help and the IFTA overview.

6. Prepare the operating records

Identify the driver, vehicle, testing and safety records relevant to the operation. Build the record folders and follow-up process before the first load. FMCSA’s New Entrant program includes safety monitoring and audits for covered new carriers. New Entrant program.

7. Check readiness and keep confirmations

Review the actual account and credential status, unresolved requests, insurance and operational records with the responsible parties. List the remaining items, who owns them and the next review date. Do not treat possession of one number as confirmation that the entire operation is ready.

Questions to bring to your startup review

Common questions

Can I start the review before buying a truck?

Yes. Describe your intended equipment and routes, and identify which details are still undecided. The plan should be revised when those facts change.

Is ongoing compliance part of startup help?

Define that separately in the scope. Initial preparation and recurring record work should each have a clear owner.
